France has launched a criminal investigation into Elon Musk’s X due to alleged instances of algorithm manipulation for foreign interference purposes. The national gendarmerie will be responsible for the investigation, as announced by the Paris prosecutor’s office.
Paris prosecutor Laure Beccuau stated that the investigation is targeting X as a legal entity along with unnamed individuals. The potential offenses being investigated include the “alteration of the operation” and “fraudulent extraction of data” from an automated data processing system by an organized group.
In February, the Paris prosecutor’s office initiated an initial probe into X following reports from the cybercrime section regarding the social network’s alleged use of algorithm manipulation for foreign interference purposes. Reports were submitted by an unnamed senior official from a French public institution described as a cybersecurity manager, as well as by Member of Parliament Éric Bothorel.
Bothorel expressed his support for the investigation, highlighting concerns about biased information on the X platform serving Elon Musk’s political opinions through algorithmic manipulation. He emphasized the importance of preventing external entities from distorting democratic conversations.
Furthermore, Bothorel commended the efficient work of the prosecutor’s office, especially its cyber section, in addressing cyber threats. Paris prosecutor Beccuau, known for coordinating prosecutions related to the hacking forum BreachForums, is also overseeing a judicial investigation into Telegram and its CEO Pavel Durov for alleged facilitation of criminal activity on the platform. Durov has received court approval to leave France for Dubai, but the investigation remains ongoing.
